    Small Business Day at State Capitol – Thursday, March 16

    DENVER, Colo. —Small-business owners from around Colorado will gather in the State Capitol, Thursday, March 16th, for the National Federation of Independent Business’s annual Small Business Day.

    “This year’s gathering is especially timely given a House committee’s recent rejection of Senate Bill 1, a mild regulatory reform measure that passed the upper chamber with bipartisan support,” said Tony Gagliardi, Colorado state director for NFIB, the nation’s largest and leading small-business advocacy association. “The House committee promised a different regulatory relief measure, and now its members have the opportunity to meet with small-business owners to get their insights.”

    Convening small-business owners will visit various legislators in the morning to reinforce the message that small businesses are not smaller versions of bigger businesses. They have a tougher time remaining solvent. “Colorado small businesses employed 1.1 million people, or 48.6% of the private workforce, in 2014,” according to the U.S. Small Business Administration’s Office of Advocacy.

    Eric Wallace, co-founder of Left Hand Brewing, will give the luncheon address at the Warwick Hotel. Prior entrepreneurial legends speaking at NFIB’s Small Business Day have included Jake Jabs of American Furniture (2016) and Food Network chef Keegan Gerhard (2015). Wallace’s Left Hand Brewing is one of the most honored and recognized breweries in the state, with over 28 Great American Beer Festival medals, 11 World Beer Cup awards, and 9 European Beer Star awards.

    WASHINGTON, D.C. – Senator Cory Gardner (R-CO) today released the below statement after reports that North Korea fired multiple projectiles into the Sea of Japan:

    North Korea’s reported launch of multiple missiles comes approximately one month after the regime claimed it successfully tested a new type of ballistic missile. Pyongyang’s growing aggression must be met with a tough policy response from the United States, including new sanctions, show-of-force exercises in the region and the expedited deployment of the Terminal High Altitude Area Defense (THAAD) system. It is also important that we strengthen our alliances in the region and reassure our allies South Korea and Japan that the United States unequivocally stands with them against the North Korean threat. I look forward to seeing immediate and determined actions from the Trump Administration and will be asking for a full briefing outlining the actions it will take to stop the madman in Pyongyang – Senator Cory Gardner (R-CO)

    Colorado PERA Names New Chief Investment Officer

    DENVER—The Colorado Public Employees’ Retirement Association (PERA) announced the appointment of Amy C. McGarrity to Chief Investment Officer (CIO).

    After conducting a nationwide search to fill the CIO position prior to the retirement of Jennifer Paquette in February, Executive Director Gregory W. Smith today named former PERA Deputy Chief Investment Officer Amy McGarrity as CIO. McGarrity left PERA in 2016 to work for a private investment firm and she returns to oversee PERA’s $44 billion investment program.

    “I’m delighted to return to Colorado PERA and to lead a dynamic team of investment professionals whom I consider my colleagues,” McGarrity said. “PERA has an excellent investment track record and I am honored to be entrusted to manage the retirement assets on behalf of Colorado’s public employees.”

    McGarrity has held investment positions in both the private and public sectors. Most recently, McGarrity was a Global Equities Product Specialist with William Blair & Company, LLC, in Chicago. She came to PERA after the merger of the Denver Public Schools Retirement System in 2010. McGarrity is a CFA Charterholder and has her MBA from Rider University, and a bachelor’s degree in finance from the University of Wyoming. McGarrity currently serves as a member of the Investor Advisory Group, Public Company Accounting Oversight Board.

    Gregory W. Smith, to whom McGarrity will report, noted, “PERA is extremely fortunate to lure Amy back to PERA. The PERA team and Board of Trustees look forward to her leadership of the PERA investment program.”

    Feeling lucky? The odds behind picking a perfect NCAA bracket

    Do you have your 2017 NCAA men’s basketball tournament bracket filled out for the annual office pool? Just remember: You don’t need a perfect bracket, just one that tops those of your workmates.

    So what are the odds of filling out a perfect NCAA Tournament bracket, picking all 63 games correctly? According to University of Colorado Boulder Professor Mark Ablowitz of the Department of Applied Mathematics, they are astonishing.

    Try about 1 in 9.2 quintillion, or about 1 in 9,223,000,000,000,000,000 for someone picking winners of each game randomly, like a coin flip, said Ablowitz. But anyone with some knowledge of college basketball can up their odds a bit, he notes. A 16-seed has  never upset a 1-seed in any of the four regions, for example,   since the field expanded to 64 teams in 1985.

    “These aren’t just numbers,” said Ablowitz, who specializes in the mathematics of waves such as lasers and water waves. “The real essence here is the issue of the behavior of large numbers. When numbers get exponentially larger and larger, things get out of hand very, very quickly.”

    How good (or bad) are the odds? In 2014, billionaire businessman Warren Buffet offered up a $1 billion prize for anyone on the planet who could fill out a perfect bracket, a prize that went unclaimed. This year he is offering $1 million a year for life to any of his Berkshire Hathaway employees who pick the Sweet 16 field correctly.

    But even picking every team down to the Sweet 16 is tough task, says Ablowitz – the odds of randomly guessing all of the winners here is about 1 in 282 trillion. “It’s still super-duper large, so no one is likely to get this one either,” he acknowledged.

    Some have calculated that the odds of picking all 63 NCAA tournament games correctly would be about the same as shooting four hole-in-ones in a single round of golf, winning three consecutive Powerball lotteries, or the Denver Broncos winning the next 13 consecutive Super Bowls.

    Suppose one waits until the Sweet 16 is finalized before picking the winner of the championship game. The odds are better, but still only 1 in 32,767, said Ablowitz, who did all the arithmetic on his pocket calculator. And to pick the winner of the final eight teams, the odds are 1 in just 127 if selected randomly.

    “I’m not a basketball maven,” says Ablowitz, a faculty member in the College of Engineering & Applied Science. “But if I wanted to improve my personal odds, I might look at 10 high-profile sports websites that gave the odds for each game, then averaged those. Using 10 sources rather than one source smooths the numbers out a little, so you wouldn’t be putting all of your money in one basket.”

    The final NCAA brackets will be announced on “Selection Sunday” March 12.

    The parade starts at 9:30 a.m., but folks come as early as 6 a.m. to stake out a spot.To catch all the action, the best spectating spot is south of 20th Avenue on Blake Street (renamed Tooley Street for the parade). This area tends to be crowded, so the best place for families to watch the parade is near the end, on Blake Street from 23rd to 27th avenues. The Denver St. Patrick’s Day Parade is a festive and fun event for all ages that celebrates Irish culture and heralds the start of spring. It’s one of the largest St. Patty’s day parades west of the Mississippi, and the largest annual parade in Denver, with more than 200,000 people lining the route to enjoy horses and stagecoaches, marching bands, dancers, floats and Irish-themed fun with a Western flair.

    Unanimous Approval to Prosecute Child Sex Offenders

    Bipartisan Danielson-Carver Bill Eliminates the Need for Multiple Trials

     A Bill by Rep. Jessie Danielson, D-Wheat Ridge, to crack down on repeat child sex offenders and eliminate the need for victims to endure multiple trials earned unanimous approval from the House this morning.  

    “This is a bill to crack down on repeat child sex offenders,” said Rep. Danielson on the House floor during second reading. “Any time a child is victimized by a sexual predator, it is a tragedy for the victim and a vile crime that deserves swift punishment. When a child is assaulted multiple times by a pattern offender, law enforcement must be able to use every tool at their disposal to remove the predator from society.”

    There is currently a requirement in state law that when a predator victimizes a child in more than one judicial district in Colorado, a separate trial must be held in each jurisdiction where an offense occurred. This means potentially re-traumatizing a child and family for each trial while costing taxpayer dollars.

    HB17-1109, also sponsored by Rep. Terri Carver, R-Colorado Springs, allows a prosecutor to charge and bring a pattern-offense case for all such assaults in any jurisdiction where one of the acts occurred. This will allow prosecutors to do their job and not require a victim to go through several trials unnecessarily.

    The 64-0 vote sends the bill to the Senate.
