    Homeland Security Tests Presence of Biological Agents In Air

    A New Program

    “BioWatch”

    Initiates Full Scale Exercises

    DENVER – Emergency planners in the Denver metro area will be participating in a two-day, full-scale BioWatch exercise Oct. 4 and 5 designed to test a response to a biological agent release.

    The BioWatch program, led by the Department of Homeland Security, is designed to detect the presence of biological agents that have been intentionally released into the air. This early warning system could ensure potential victims receive life-saving treatment as quickly as possible.

    This exercise will use established air quality monitoring sites to simulate a biological agent release event. Exercises are a safe way for emergency planners to test the effectiveness of plans and collaborate. Responders from Denver, Arapahoe, Adams, Douglas, Jefferson and Boulder counties, as well as the Colorado Department of Public Health and Environment, will be participating.

    BioWatch monitors the air for biological agents likely to be used in a bioterrorism attack. If a detection occurs, public health and other local, state and federal officials use the information to coordinate emergency response, including prompt medical care and other actions to protect public health and safety. This combination of early warning and rapid response may potentially reduce the impact of a bioterrorism attack.

    Coloradans can be assured there is no immediate threat of a biological agent release. We are mobilizing to prepare for an emergency scenario so we can be as ready as possible. This exercise is one of many drills we have been conducting around the state to practice and test our response. – Dane Matthew, director of the state health department’s Office of Emergency Preparedness and Response.

    Senators Introduce Expansion on Policy and Sanctions Against North Korea

    Washington, D.C. – Senator Cory Gardner (R-CO) and Edward J. Markey (D-Mass.), Chairman and Ranking Member of the Subcommittee on East Asia, the Pacific, and International Cybersecurity, introduced comprehensive bipartisan legislation to economically and diplomatically pressure North Korea and its enablers, and authorize efforts to combat Pyongyang’s widespread human rights and labor trafficking abuses, to support and enhance efforts to find a diplomatic solution to the threat of North Korea’s accelerating development of nuclear weapons and the missiles that deliver them. The legislation titled, the Leverage to Enhance Effective Diplomacy Act of 2017, expands on sanctions legislation introduced earlier this year by Gardner and Markey.

    STATEMENT FROM Senator Cory Gardner (R-CO) – The Administration has taken positive steps in recent weeks to impose additional sanctions and working with governments to diplomatically isolate this heinous regime. Senator Markey and I are going to continue working in a bipartisan manner to give nations and companies a clear choice – do business with the United States or do business with North Korea. This legislation will give the Administration the needed additional tools to peacefully denuclearize the North Korean regime.

    STATEMENT FROM Senator Edward J. Markey (D-Mass.) – There is no military solution to the threat of a nuclear North Korea. While the effort to economically and politically isolate North Korea will be essential for a diplomatic strategy to succeed, we must also recognize that pressure, without diplomatic engagement, will quickly become counterproductive. Our diplomatic strategy must combine economic pressure with talks to convince Kim Jong-un that the United States is not the threat he believes us to be and that he does not require nuclear weapons to survive.


    Leverage to Enhance Diplomacy Act of 2017

    Financial Sanctions

    • Requires the President to block all transactions that are property of the North Korean government, affiliates, or those that conduct significant business activities with North Korea.
    • Requires the President to block any entity or financial institution implicated in any significant trade in goods or services with North Korea from the U.S. financial system. Entities include the top 10 companies doing business with North Korea.
    • Requires the President to produce a strategy to end North Korean labor trafficking practices around the world.

    Human Rights Support

    • Reauthorizes the North Korea Human Rights Act of 2004 for 5 years, which includes support for broadcasting and human rights/democracy activities.

    North Korea Policy Review

    • Requires a strategy to address the nuclear and ballistic missile threat posed by North Korea.
    • Requires a Congressional briefing no later than 30 days following any U.S. official diplomatic engagement with North Korea.
    • Requires a report on U.S. citizens currently detained in North Korea.
    • Requires report regarding the use and strategy to end the procurement of certain rocket fuels by North Korea.

    North Korea Isolation Strategy

    • Requires a global strategy to diplomatically and economically isolate North Korea and to produce a list of countries the Secretary of State considers non-cooperative in such isolations efforts.
    • Authorizes downgrading U.S. relations with any country that fail to take measures to diplomatically and economically isolate North Korea.
    • Authorizes reducing or terminating U.S. assistance to any countries that fail to take measures to diplomatically and economically isolate North Korea.

    Senators Urge Energy Dept to Restore Puerto Rico — Post Hurricane

    Energy Department Urged to Help Restore Puerto Rico Electric Service 

    Washington, D.C.– Senators Cory Gardner (R-CO) and Kamala Harris (D-CA) today sent a letter to Department of Energy Secretary Rick Perry urging his Department “to work expeditiously with electric utilities across the U.S. to assist the local electric and power utilities and authorities in Puerto Rico to help restore electric services as quickly as possible in the wake of Hurricane Maria.”

    The letter reads in full:

    Dear Secretary Perry:

    We write to urge the Department of Energy (DOE) to work expeditiously with electric utilities across the U.S. to assist the local electric and power utilities and authorities in Puerto Rico to help restore electric services as quickly as possible in the wake of Hurricane Maria. We also urge DOE to leverage all existing resources at our national laboratories, including the National Renewable Energy Laboratory (NREL), to aid in these restorative efforts.

    On September 20, 2017, Hurricane Maria devastated Puerto Rico, the U.S. Virgin Islands, and surrounding islands as a Category 4 storm. The electric grid in Puerto Rico sustained substantial damage and much of the island remains without power, endangering lives and delaying the recovery process.

    Reports indicate that the hurricane destroyed the vast majority of transmission lines, power lines, and other critical aspects of Puerto Rico’s electric grid. The executive director of the Puerto Rico Electric Power Authority (PREPA) has estimated restoration of power could take at least three or four months, leaving more than 3 million Americans without power on the island for that time.

    A natural disaster in Puerto Rico should be treated no differently than a natural disaster anywhere else in the United States. We must mobilize all available federal resources to aid in recovery efforts and your Department will play a critical role as we work to bring stability to the island and relief for our fellow Americans.

    The Community Health Investment, Modernization and Excellence Act of 2017

    Congress Mike Coffman (R-CO 6th District) Announces Co-Sponsorship

    Community Health Centers are the primary care medical home for more than 25 million Americans throughout the United States.  With bipartisan support from Congress, the more than 1,400 Community Health Centers (CHCs) nationwide provide access to high-quality integrated primary care, oral health, behavioral health, and wraparound services and supports for patients who need to access services the most.  CHCs save $24 billion annually, through reduction in ER utilization, and are proven to save 24% in total Medicaid spending, when compared to other providers. 

    What is CHCF?

    The Health Center Program, which is administered by the Health Resources and Services Administration within the Department of Health and Human Services, awards grants to outpatient health care facilities that provide care to medically underserved populations. CHCF funds have been used for a range of health center activities including funding new health centers, increasing services provided at existing health centers, and implementing care coordination initiatives. CHCF funds have also been used to fund health centers in need of immediate funding such as those in Flint, MI, which had immediate health service needs due to the discovery of lead in its water supply, and those in Puerto Rico and other territories, which had additional health service needs related to the Zika virus. The CHCF represents more than 70% of the Health Center Program’s Fiscal Year 2016 funding. Funding for the CHCF was extended in the Medicare Access and CHIP Reauthorization Act of 2015.

    Total funding for the Health Centers program is $5.1 billion annually.  Of this total, $3.6 billion comes from the Community Health Centers Fund (CHCF), a dedicated source of funding that was extended for two years in 2015.  Without action by Congress by September 30th, this funding will expire.  The CHIME Act would extend the funding for an additional five years.  Modest amounts of it would be available in future years to address national priorities, to include access to mental health, substance abuse, and oral health services.

    Metro Community Provider Network (MCPN) and Salud Family Health Centers are two of 20 CHCs across Colorado and provide healthcare services to patients living in Colorado’s 6th Congressional District.  In 2016, Colorado CHCs provided services to 740,000 Coloradans, 93% of whom were below 200% Federal Poverty Level ($49,200 for a family of 4) and more than 90% were uninsured or enrolled in public insurance programs- Medicaid, Medicare, and CHP+.  MCPN and Salud served more than 126,000 patients (17% of all CHC patients served) across their respective service areas, including Adams, Arapahoe, and Jefferson Counties in the 6th Congressional District.  

    On Monday, September 25th, Congressman Coffman, a champion of the Community Health Center Movement, co-sponsored the CHIME Act, joining 64 members of the House, including Representative Diana DeGette (D-CO 1st District). 

    Community Health Centers have done an extraordinary job in providing care to the uninsured and the underinsured in this country and should be recognized as the foundation that we build upon whenever we talk about health care reform. — Coffman.

    DENVER, Sept. 26, 2017 — Today is National Voter Registration Day, and Colorado is proud to have the highest percentage of registered voters in America among its eligible population.

    In addition, the turnout among registered voters in Colorado in the 2016 presidential election was 74.5 percent, the fourth highest in the nation, with 2.9 million voters casting ballots.

    Although national elections garner plenty of attention, Colorado Secretary of State Wayne Williams said the Nov. 7 ballot should catch voters’ attention because it involves school board races, tax measures and other local issues.

    These can directly affect your property values. Whether you think your neighborhood has too many potholes or the schools need more funding — or you’re happy with the way your local government is being run and want to see your leaders reelected — you only get a say if you register and cast a ballot. — Williams

    Easy Ways to Register

    • TEXT TO VOTE: Eligible Coloradans can simply text the word “Colorado” or “CO” to “2Vote” (28683) on their smartphones, and then open the link to the SOS online voter registration and election information site.

    • ONLINE REGISTRATION: Colorado in 2010 became the fourth state to allow online voter registration and www.govotecolorado.com has processed more than 1.9 million transactions.

    • SENIOR CLASS REGISTRATION: The office hands out the Eliza Pickrell Routt award to high schools where at least 85 percent of eligible seniors have registered or preregistered to vote.

    • Colorado also allows for same-day voter registration.

    Although some Coloradans canceled their voter registration over the summer, the number of registered voters in Colorado actually increased and is at an all-time high, with 3,756,923 million voters.

    Military and overseas ballots for the Nov. 7 coordinated election have already been sent, and beginning Oct. 16 the remaining ballots will be mailed. Coloradans also can vote in person at polling centers in their counties. Six county clerks don’t need to send any ballots at all, because every community in their jurisdiction canceled their elections.

    More information on the conduct of elections in Colorado is outlined in a letter from Secretary Williams.

    The National Association of Secretaries of State in 2012 designated September as National Voter Registration Month with the fourth Tuesday in September set as National Voter Registration Day to encourage voter participation and increase awareness about state requirements and deadlines for voting.

    Washington, D.C. – China accounts for 90 percent of North Korea’s trade and there are over 5,000 Chinese companies doing business with North Korea. Earlier this summer, Senator Gardner introduced bipartisan legislation that would ban any entity that does business with North Korea or its enablers from using the United States financial system. The Executive Order reflects Gardner’s legislation and targets entities that Gardner has long called to sanction.

    Senator Cory Gardner (R-CO), Chairman of the Foreign Relations Subcommittee on East Asia, the Pacific, and International Cybersecurity, released the following statement regarding the Trump Administration’s announcement that they will expand authority to go after individuals, businesses, and banks involved with trade with North Korea.

    “I will make the man holding the prerogative of the supreme command in the U.S. pay dearly for his speech,” Kim said in a statement released by the official Korean Central News Agency, which also published a photo of the North Korean leader sitting at his desk holding a piece of paper.

    “I am now thinking hard about what response he could have expected when he allowed such eccentric words to trip off his tongue. Whatever Trump might have expected, he will face results beyond his expectation,” Kim said, saying that he would “tame” Trump “with fire.”

    Electric Grid’s Future — CSU Joins Effort

    A team of researchers in the U.S. and Europe, including key contributors from Colorado State University, is poised to globally integrate electrical grids in a way that resonates with the creation of the internet more than 50 years ago.

    On Sept. 26, the researchers will convene at Idaho National Laboratory for a live demonstration of the Real-Time Super Lab concept, which shows how electricity can be rerouted across vast distances to address disruptions. The team envisions that large-scale blackouts can be prevented by moving electricity intercontinentally, the same way utilities currently do regionally, but at a much larger scale.

    Joining the Real-Time Super Lab effort is a CSU team led by Siddharth “Sid” Suryanarayanan, associate professor and Rhoden Professor in the Department of Electrical and Computer Engineering. His team includes Fathalla Eldali, a Ph.D. student who commands the CSU-based linkup to Idaho National Lab, and software engineer Jerry Duggan, who critically helped the team establish the high-speed connection between the two campuses.

    Involved since the project’s inception in 2015, the CSU team has modeled the electrical grid’s distribution side, which is the portion closest to the end user. Their contribution is the development of sophisticated models on a digital simulator that perform real-time computations to mimic the actual U.S. power system.

    “The goal of this demonstration is to find methods and techniques for creating the next-generation electric power system that’s resilient against cyber and physical attacks, whether manmade or natural,” Suryanarayanan said. “The driving principle is that we are pooling our resources, whether that be computers or human capital, in solving this problem, rather than establishing ourselves in just one location.”

    Global interactions, reduced costs

    Such global interaction can prepare America for future power system challenges, reduce the cost of outages, and make electrical power grids more resilient.

    The efforts build on work by the U.S. Department of Energy’s Idaho National Lab and the National Renewable Energy Laboratory. Researchers at Sandia National Laboratory and five universities, two of them in Europe, have joined Idaho National Lab to explore the idea that electrons can be sent around the world in the same manner as digital packets of 0s and 1s over the internet.

    “This is more than computers talking to each other,” said Rob Hovsapian, Idaho National Laboratory’s Power and Energy Systems department manager. “We are developing capabilities for geographically distributed real-time grid simulation with shared assets at [Idaho National Laboratory], other national labs, universities and utilities.”

    In 2015, Idaho National Laboratory and National Renewable Energy Laboratory successfully demonstrated the capability to connect grid simulations at their two labs for real-time interaction over the internet. Both the Idaho lab’s Power and Energy Real-Time Laboratory and National Renewable Energy Laboratory’s Energy Systems Integration Facility can merge computer-based simulations of the power grid with actual hardware, including wind turbines, solar inverters, batteries and electric vehicles. This is a capability called “power hardware in the loop.”

    The two national laboratories were able to connect their Digital Real-Time Simulators and achieve grid simulation. This allowed hardware or software at one lab to directly interact with hardware or software at the other lab.

    Eight partners

    Leveraging assets and expertise at other national labs and academic institutions, the Real-Time Super Lab concept brings more assets into the mix, with the following participants contributing specific capabilities:

    • Sandia National Laboratory’s photovoltaic test bed
    • Colorado State University’s high-performance computer-based energy management system (Suryanarayanan’s team)
    • Washington State University’s Microgrid Laboratory
    • University of South Carolina’s power electronics and distribution research
    • RWTH Aachen University’s co-simulation framework
    • Polytechnic University of Turin’s high-performance computer-based Energy Management System
    • National Renewable Energy Laboratory’s Energy Systems Integration Facility
    • Idaho National Laboratory’s Power and Energy Real-Time Laboratory

    [Idaho National Laboratory] and [National Renewable Energy Laboratory] research made the project possible by addressing data latency issues and improving available bandwidth. — CSU Ph.D. graduate Manish Mohanpurkar, the Idaho lab’s Power and Energy Systems group lead, who began working on concepts related to the Real-Time Super Lab as a student in Suryanarayanan’s lab several years ago.

    The Wide Area Network demonstrations that took place between the two national labs showed that most data packets took less than 17 milliseconds to travel from point to point. To mitigate data latency issues – like those that create cell phone echoes and delays – researchers used advanced methods from the fields of signal processing, filtering theory and data compression.

    Along with rapid strides in interconnecting grid laboratories globally, another active research approach will enable additional significant measurements to be exchanged between two connected real-time simulators. The preliminary results are promising, and the method will be used for geographically distributed real-time simulations connecting laboratories across the world.

    Power systems around the world are undergoing fundamental transitions to achieve long-term sustainability, reliability and affordability. The Real-Time Super Lab allows simulation of large-scale systems, simultaneous development across different domains and a flexible collaboration that preserves the confidential details of individual groups.

    The ability to move electricity around the globe rather than only within isolated networks holds the possibility of vast savings on infrastructure and energy consumption.

    Washington, D.C.– Senator Cory Gardner (R-CO), Chairman of the Foreign Relations Subcommittee on East Asia, the Pacific, and International Cybersecurity, today sent a letter to Ambassadors of nations maintaining diplomatic ties with North Korea, calling to “cease all official diplomatic and economic relations with the Democratic People’s Republic of Korea (DPRK).” In the letter, Gardner also calls on the United Nations to expel the DPRK from the international body, as the United Nations General Assembly begins in New York today. The countries included are those that still maintain Embassies and other diplomatic facilities in the DPRK.

    In the letter, Gardner writes, “Now is the time to diplomatically and economically isolate this regime, until it fully and irreversibly commits to peaceful denuclearization.  Maintaining official diplomatic relations with a regime that continues to defy international law and threaten nations across the globe only serves to reward nefarious behavior.”

    Gardner has been the Senate’s leading voice on the DPRK and recently introduced bipartisan legislation that would impose a U.S. economic embargo against any entity that does business with the DPRK or assists in its labor trafficking abuses.

    Gardner sent the first letter to Cui Tiankai, China’s Ambassador to the United States. Gardner will also send identical copies of the letter to Ambassadors to the United States from Brazil, the United Kingdom, Bulgaria, Cambodia, Cuba, Czech Republic, Egypt, Germany, India, Indonesia, Laos, Malaysia, Mongolia, Nigeria, Pakistan, Poland, Romania, Russia, Sweden, and Vietnam.

    Your Excellency:

    I write to respectfully urge your government to immediately cease all official diplomatic and economic relations with the Democratic People’s Republic of Korea (DPRK), including immediately closing all of your diplomatic facilities in the DPRK.  The DPRK is an imminent and growing threat to global peace and stability.  The United Nations Security Council has repeatedly condemned DPRK’s illicit activities and has imposed sanctions against this outlaw regime, most recently under United Nations Security Council Resolution 2375, adopted on September 11, 2017. 

    Now is the time to diplomatically and economically isolate this regime, until it fully and irreversibly commits to peaceful denuclearization. Maintaining official diplomatic relations with a regime that continues to defy international law and threaten nations across the globe only serves to reward nefarious behavior.

    In addition to cutting off bilateral ties, I urge your government to support expelling the DPRK from the United Nations.  Article 6 of the United Nations Charter states: “A Member of the United Nations which has persistently violated the Principles contained in the present Charter may be expelled from the Organization by the General Assembly upon the recommendation of the Security Council.”  There is no nation on Earth that deserves this dishonor more than the DPRK.

    I ask your government to support these necessary and important steps to isolate this belligerent regime.

    “Now is the time to take unprecedented steps to stop North Korea,” said Gardner. “This latest nuclear test by Kim Jong Un may be the clearest sign that we have seen that they are ready and willing to start a nuclear war that would lead to unimaginable destruction and loss of life on the Korean Peninsula.

    “The international community needs to finally join together in completely isolating this dangerous regime. North Korea should be immediately kicked out of the United Nations and under the leadership of the United States, the United Nations Security Council should enact a new resolution that imposes a full economic embargo on North Korea that bans all of Pyongyang’s economic activities, including petroleum resources, except for limited humanitarian exceptions. I am also continuing to call on the Administration to block all entities that do business with North Korea, no matter where they are based, from conducting any financial activities through the U.S. financial system. My bipartisan legislation would achieve this goal and I am ready to work with the Administration and leaders in Congress to pass this bill immediately.

    “These economic tools need to be combined with robust military deterrent, including imposing a US-led international naval blockade of North Korea in order to ensure a full enforcement of United Nations actions. We must also continue frequent show of force exercises by the United States and our partners in Seoul and Tokyo, enhanced missile defense activities, and assurance of extended US nuclear deterrence to our allies. Kim Jong Un must know that any serious provocation will be met with a full range of US military capabilities.”

    Gardner recently introduced bipartisan legislation that would ban any entity that does business with North Korea or its enablers from using the United States financial system.

    LITTLETON — Arapahoe County will be observing World Suicide Prevention Day, Sept. 10, during National Suicide Prevention Week Sept. 10-16 in hopes of raising awareness and sending the message that there is hope and help.

    Arapahoe County recognizes suicide is a serious public health issue that can have lasting harmful effects on family, friends, co-workers and the community.

    Suicide is a public health concern in our state, with Colorado ranking ninth in the nation for the highest suicide rates (latest complete data available); in 2015 the total number of suicide deaths in Colorado exceeded the number of homicide and motor vehicle crash deaths combined. In 2016, there were 115 deaths by suicide in Arapahoe County, accounting for 19 percent of all deaths certified by the Arapahoe County Coroner’s Office last year. So far in 2017 there have been 71 suicide deaths through August, according to the Arapahoe County Coroner’s Office. Of these 71 suicides, the largest current categories are men between the ages of 40 – 49 and 50 to 59 years of age.

    Arapahoe County has hung banners and tied yellow awareness ribbons at the administration building in Littleton, the Human Services building in Aurora and the Sheriff’s Office in Centennial. They will remain visible through September to raise awareness. Employees and citizens also are encouraged to wear a yellow ribbon for awareness throughout the month.

    “We continue to be actively involved in this campaign to let people know that help is out there,” said Arapahoe County Coroner Dr. Kelly Lear. “My office deals directly with people who have died by suicide and their families and see that many of the deaths that we investigate are preventable. In reviewing medical and psychiatric records and reading suicide notes in these deaths, we consistently seek to identify intervention opportunities for others.”

    If you or someone you know is in emotional distress or suicidal, the National Suicide Prevention Lifeline phone number is 1-800-273-TALK (8255). This 24-hour, toll-free, confidential suicide prevention hotline is available to anyone who needs help dealing with severe depression or suicidal thoughts. Calls are routed to the nearest crisis center where counseling and mental health referrals are provided day and night. Colorado Crisis Services also provides 24-hour hotline assistance at 1-844-493-TALK (8255) and walk-in centers throughout the state.

    Information tables with resources are set up in the lobbies of County buildings. Resources include panel cards and wallet inserts with tips on how to read the warning signs. The panel cards provide links with information for specific groups including Veterans, youth, seniors and lesbian, gay, bisexual and transgender populations.
