    Gardner Talks Childcare Costs, Education, Tax Adavantages & Employer Contributions

    WASHINGTON, DC – Senator Cory Gardner (R-CO) introduced the 529 Expansion and Modernization Act on Tuesday.  Senator Gardner’s legislation expands the tax free educations savings account, called 529 savings plans, to be able to be used for early childhood expenses and alternative education opportunities like trade schools and apprenticeship programs. Currently, 529 savings plans are limited to educational costs for post-secondary education or private, public or religious k-12 educational expenses.  

    “This bill simultaneously addresses two separate issues that I regularly hear about all across Colorado,” said Gardner.  “First, parents throughout the state are struggling to find affordable early childhood education for their young children.  While we know that those early years are critical for educational development, we don’t do enough to help parents make the most of that important time.  As a result, parents are often overwhelmed by the cost of early education programs or are pulled out of the workforce to care for their young children.  This bill will help parents shoulder that burden by opening up these accounts for early childhood education programs and would enable employers to start making tax-advantaged contributions into their employees’ accounts.”

     “On behalf of not-for-profit ‘Early Learning Ventures’ foundation, I am very pleased that Senator Gardner is moving forward with his effort to provide working families with a new financial tool to help defray the high costs of quality early child care and education,” said David Merage, Merage Foundation. “This new policy effort, while a first step and one I hope in the coming years we can build upon, will allow parents, grandparents, and all relatives help young families financially prepare for the high costs of quality early childhood education and care. Importantly as well, it will allow an employer to utilize this new tool and make a contribution on behalf of the child care needs of the employee.”

    “Business leaders in virtually every community I visit talk about the shortage of skilled labor,” continued Gardner.  “Employers want to pay good salaries but can’t find the skilled laborers they need.  This bill enables workers to obtain those skills by putting apprenticeship, CTE, and similar programs on the same footing as college education for 529s.  Whether used by a student seeking an alternative to a four-year degree or by a current worker looking to add to his or her skillset, opening 529s to a broader range of educational opportunities will help our workers adjust to our economy’s changing demands.”

    What are 529 savings plans?
    529 savings plans are tax free savings accounts used for educational expenses such as tuition for private, public and religious institutions starting in elementary school and continuing throughout high school. The 529 savings plan is applicable to all programs administered by the U.S. Department of Education, this includes attendance at any college or university, as well as any other form of post-secondary education.

    How does this legislation change them?

    The 529 Expansion and Modernization Act will also make childhood education, career and technical education, targeted training and registered apprenticeships as eligible for the savings plans. It will also open up tax-advantaged employer contributions so that employers can help shoulder the burden their employees face with early childhood early and other educational opportunities.

    ONE Campaign and Senator Cory Gardner join forces to fight global poverty through private funding

    WASHINGTON — The ONE Campaign today applauded Senator Cory Gardner for cosponsoring a bipartisan bill that would bring tens of billions of dollars in new private-sector investment into the fight against extreme global poverty by helping innovative American entrepreneurs build infrastructure projects, create first-time access to electricity, start businesses, and expand their reach in developing markets.

    Earlier this year, a group of Coloradans traveled to Washington to meet with Senator Gardner to urge him to cosponsor the Better Utilization of Investments Leading to Development (BUILD) Act (S.2463) and continue the United States’ leadership in the fight against extreme global poverty.

    Earlier this year, I traveled to Washington to meet with Senator Gardner to tell him that Coloradans strongly support the BUILD Act and care deeply about continuing the United States’ leadership in the fight against extreme global poverty. The BUILD Act would leverage new private-sector capital to build infrastructure, create first-time access to electricity, start businesses, create jobs, and ultimately work alongside American foreign aid to reduce extreme poverty in developing countries. It will give the U.S. government new tools for partnering with entrepreneurs and leveraging non-taxpayer dollars, while making it easier for American businesses to operate in emerging markets. Senator Gardner should be applauded for his leadership in cosponsoring this bipartisan bill that would accelerate the modernization of America’s engagement with the private sector in developing countries while reforming federal government programs to make them more efficient. The bill is a smart idea, and the type of proposal all legislators should be eager to support. I hope the rest of the Colorado delegation, including Senator Michael Bennet, will join Senator Gardner in supporting this bill and help shepherd it through the Congress. ONE and its 41,000 members in Colorado care deeply about this legislation, and we will stand behind our leaders if they help advance it.

    About the BUILD Act

    The bill, sponsored by Senators Bob Corker (R-TN) and Chris Coons (D-DE), and Congressmen Ted Yoho (R-FL-03) and Adam Smith (D-WA-09), would merge several federal programs into a new “development finance corporation” (DFC) whose purpose would be to mobilize private-sector investments to support sustainable economic growth, poverty reduction, and development through partnerships. The new DFC would make loans, invest, and forge partnerships with innovative entrepreneurs who want to do business in developing countries.

    Farm Bill 2018 Passes Successfully out of the U.S. House of Representatives

    Colorado Farm Bureau Applauds the Bill’s Passage and with it, Future Support for Colorado Farmers and Ranchers

    Washington, D.C. — In a huge win for Colorado farmers and ranchers, as well as agriculture across the country, the U.S. House of Representatives passed the 2018 Farm Bill on Thursday afternoon. 

    We are thankful that our leaders in Washington, D.C. got this one right. The Farm Bill provides farmers and ranchers across the country with programs that are vital to the success of the entire agriculture industry. A safe, stable food supply is paramount to the future of our state and our county. This bill means that important programs like crop insurance, rural development, conservation and the food stamp program, will remain intact and support farmers and ranchers across the country.  —  Don Shawcroft, President of Colorado Farm Bureau

    The vote was the House’s second attempt at passing the bill. In May, the House vote resulted in a failed attempt on a largely party-line vote. 

    Farmers and ranchers are struggling. Commodity prices are the worst they have been since the 1980’s and are continuing a downward trend. Programs within the Farm Bill will help our food producers stay afloat during these difficult times.

    Primary Election

    It’s Primary Election Day 2018 in Colorado. Ballot drop-off locations and Voter Service and Polling Centers in Arapahoe County are open until 7 p.m. today. 

    Citizens may visit any Voter Service and Polling Center in their county to register to vote, update their voter registration, request a new ballot, replace a missing or damaged mail ballot, or vote on an accessible touch-screen tablet. 

    Citizens must be in line at a voting location or deposit their mail ballot into a ballot box by 7 p.m. tonight in order for it to be counted. It is now too late to return your ballot by mail. A postmark dated June 26 will not count. Please remember to sign your ballot envelope. 

    You are eligible to vote in the Primary Election if you are registered to vote as unaffiliated, Democratic or Republican. No minor parties are holding a primary election; therefore, voters who are affiliated with a minor party are not eligible to vote in this election.

    If you are an unaffiliated voter, remember to return only ONE ballot in this election. By law, you may not cast both the Democratic and Republican ballots. 

    If you have already returned your mail ballot, use Arapahoe County Ballot Track to check its status. For more information about your ballot or voting options, please call the Arapahoe County Elections Division at 303-795-4511.

    To date, 82,113 voters in Arapahoe County have cast mail ballots in the Primary Election, comprised of 41 percent Democratic, 36 percent Republican, and 23 percent Unaffiliated voters. See our interactive voter turnout data.

    Unofficial election results will be posted at ArapahoeVotes.com shortly after 7 p.m. tonight, and will be updated approximately every two hours this evening.

    Senators Gardner and Markey Highlight their Asia Strategy

    SFRC Hearing Highlights ARIA Legislation

    Washington, DC – U.S. Senators Cory Gardner (R-CO) and Ed Markey (D-MA), Chairman and Ranking Member of the Senate Foreign Relations Subcommittee on East Asia, the Pacific, and International Cybersecurity Policy led a hearing on Tuesday focusing on their legislation, the Asia Reassurance Initiative Act (ARIA).

    Last month, Senator Gardner and Senator Markey along with Senator Rubio (R-FL) and Senator Cardin (D-MD) introduced the Asia Reassurance Initiative Act (ARIA), which is designed to serve as a policy framework to enhance U.S. leadership in the Indo-Pacific region and to demonstrate a commitment to a free and open Indo-Pacific and the rules-based international order. 

    Our ARIA legislation provides the United States a long-term strategy in Asia that preserves American national security interests, promotes American businesses and creates jobs through trade opportunities, and projects American values of respect for human rights and fundamental freedoms. The United States has always been — and will always remain — a Pacific power, and the support expressed by Administration officials at today’s hearing proves that the U.S. government can speak with one voice to reassure our allies and to deter our adversaries in the Indo-Pacific region. — Senator Gardner

    Today’s hearing included witness testimony from Randall Schriver, Assistant Secretary of Asian and Pacific Security Affairs at Department of Defense and Alex Wong, Deputy Assistant Secretary, Bureau of East Asian and Pacific Affairs at Department of State.

    In 2017, Gardner and Markey held four hearings in their Subcommittee to inform ARIA. The hearing series, titled, “American Leadership in the Asia-Pacific,” included hearings on security challenges, economic opportunities, promoting human rights and the rule of law, and U.S.-China relations.

    We are at a unique moment in history in which the United States needs to communicate to Asia – to allies and adversaries alike – that we are invested in the region. We have the opportunity to push back on China’s efforts to undermine the international system, strengthen alliances, tackle issues from terrorism to climate change, and empower people to seek freedom and economic opportunity. We can do that through bipartisan policies that promote the rules-based order, peacefully denuclearize North Korea, and promote human rights and the respect for democratic values. The United States simply cannot afford to cede leadership in such a critical region. — Senator Markey

    Gardner to Introduce Body Armor Bill to Protect Law Enforcement Officers

    Participates in Wreath Laying Ceremony for National Police Week

    Washington, DC – Senator Cory Gardner (R-CO) announced today that he will be introducing legislation designed to help outfit every law enforcement officer in the country with Type III body armor, which is designed to stop rifle ballistics.

    According to the Department of Justice (DOJ), the vast majority of bulletproof vests purchased using the Bullet Proof Vest Partnership (BVP) grant program were Type II vests. Type II vests do not stop rifle ballistics, which killed two of the officers in Colorado who were wearing either Type II or Type I body armor at the time.  Type III rifle-resistant plates might have saved their lives, but many departments, especially smaller departments, simply do not have the budget to purchase Type III body armor vests. The bill also authorizes additional funding for the National Institute of Standards and Technology (NIST) to research more advanced body armor.

    Our law enforcement officers put their lives on the line every day to protect and serve our communities. They are always there to help others and deserve nothing less than our gratitude and thanks. Unfortunately, Colorado and departments across the country have seen too many officer involved deaths and we must do more to protect those who protect us. Our officers should not be put in harm’s way without the absolute best equipment and that is why I am introducing legislation, which will make it easier for every officer in the country to purchase body armor that can withstand rifle bullets. I will work with members on both sides of the aisle to see this important piece of legislation signed into law. — Gardner

    Gardner also took part in the National Peace Officers’ Wreath Laying Ceremony as part of National Police Week. Gardner met with Coloradan officers and officers from around the country to thank them for their service and honor the law enforcement lives we have lost in 2017. “It was a humbling experience to participate in today’s ceremony and remember the law enforcement lives we have lost. Colorado’s law enforcement community has experienced tremendous loss these last few months and I want every officer to know I stand with them and have their backs,” said Gardner.

     

     


     

    Bennet & Gardner Applaud Committee Approval of West Fork Fire Station and Peak Naming Bills 

    Bennet-led, bipartisan bills would assist southwest Colorado, honor legacy of distinguished mountaineers

     Washington, D.C. – Today, the Senate Committee on Energy and Natural Resources passed two bills led by U.S. Senator Michael Bennet (D-CO) and cosponsored by U.S. Senator Cory Gardner (R-CO) that would improve safety in southwest Colorado and honor the legacy of two distinguished Colorado mountaineers, Charlie Fowler and Christine Boskoff. Companion bills introduced by Congressman Scott Tipton (R-CO-03) have passed the House of Representatives.

    “We are pleased with the approval of these bills—which, in distinct and significant ways, will benefit the southwest Colorado community—and we will continue to advocate for their passage in the Senate,” Bennet said.

    “These two bills clearing another legislative hurdle is great news for Southwest Colorado,” Gardner said. “They will have a positive impact on our region, and I look forward to continuing to work with Senator Bennet and Congressman Tipton to get them signed into law.”

    The West Fork Fire Station Act would convey about four acres of Forest Service land to Dolores County for the location of a new fire station. Without a station, fires pose a greater threat to the West Fork community, and homeowners are unable to purchase insurance. Building a fire station would decrease response times to emergency calls, reduce the financial burden on the region’s other emergency responders, and provide a staging area to respond to wildfires.

    The Fowler and Boskoff Peaks Designation Act would name two Colorado mountain peaks in honor of distinguished mountaineers Charlie Fowler and Christine Boskoff, who died in a 2006 avalanche while attempting to summit Genyen Peak in Tibet. Over the course of their outstanding climbing careers, Fowler and Boskoff summited several 26,000-foot mountain peaks, including Mt. Everest. Fowler, who was known in southwest Colorado for building climbing walls in schools, received the Robert and Miriam Underhill Award for outstanding mountaineering achievement from the American Alpine Club in 2004. Boskoff, who was one of the world’s most accomplished American female mountain climbers, contributed countless hours to non-profit organizations that supported the rights of porters and Sherpas, women’s education, global literacy, and gender equality.

    National Guard Troops dispatched to U.S.-Mexico Border; Bennet issues Statement

    Washington, D.C. – President Donald Trump officially signed a memorandum to deploy the National Guard to the southwest border on Wednesday, a move that followed days of him calling for more border security. Key details like the numbers of troops, how long they will be deployed, how much it will cost and where they will go are still being finalized.

    Colorado U.S. Senator Michael Bennet released the following statement in response to the Trump Administration’s announcement:

    I have long advocated for strengthening border security as part of a comprehensive immigration reform package. Border security resources should be deployed with careful consideration, not as a politically motivated response. For months, my colleagues and I waited for the President to meaningfully engage on a bipartisan immigration bill that would increase border security resources and protect Dreamers. Unfortunately, the President failed to lead, and rather than find real solutions on immigration, he continues to stoke fear. — Bennet

    In February, Bennet introduced a bipartisan amendment with Colorado U.S. Senator Cory Gardner that addressed protection for Dreamers and border security. For several months, Bennet also worked as part of a bipartisan group of six senators on an immigration agreement in response to President Trump’s decision to rescind the DACA program. Additionally, he was a member of the Gang of Eight, a bipartisan group of senators that drafted and secured passage in the U.S. Senate of comprehensive immigration reform in 2013.
